Lebanese Biometric Passport
Type
The Embassy of Lebanon in Berlin issues and renews Lebanese biometric passports (dark navy blue) for Lebanese citizens residing in Germany.
Required Documents
The current official Embassy checklist linked on this page is the governing source for biometric passport applications. It states that the required documents must be prepared in duplicate.
- 3 current biometric passport photos of the applicant
- Individual civil registry extract with photo, or Lebanese identity card
- Valid German residence permit, or a certificate from the Foreigners' Authority, or from the civil registry office in case of a planned marriage
- Previous Lebanese passport in case of regular passport replacement
- If replacing a lost passport: a loss report from the local police or the Foreigners' Authority
- For minors under 18: both parents must sign and the child must be personally present
If one parent cannot appear in person, the official sheet requires an appropriate power of attorney for the child passport application issued before a notary, authenticated, and not older than 1 year.
In case of divorce or the death of one or both parents, the official sheet requires the signature of the guardian or legal representative plus a Lebanese court custody judgment, authenticated and not older than 1 year.
Also required: a clear and complete address in Lebanon and in Germany, with telephone numbers.
Process
Registered return envelope: include a prepaid registered-mail return envelope (Einschreiben).
Payment: according to the current official sheet, the fee is settled by Instant Bank Transfer only. Attach the transfer receipt to the application file. Cash payments and on-site POS payments are not accepted.
DHL Express: optional, arranged and paid by the applicant through fasttracklb.dhl.com.

- 10 years — € 264 (for applicants aged 18 and above)
- 5 years — € 132 (for applicants under 18)
Validity note on the official sheet: the 10-year passport is listed for adults 18 and above, and the 5-year passport is listed for applicants under 18.
Document Type
Old Passport Model 2003
Type
Exceptional manual renewal of the old dark-navy Lebanese passport model 2003 for 1 year or 2 years, effective from 16 June 2023.
Condition: this option is available only if the passport has not been renewed before.
Required Documents
- Original passport model 2003 + 1 copy
- 1 copy of the individual civil registry record, or Lebanese ID card
- 1 copy of the German residence permit
- 2 passport photos
Process
The applicant must appear in person at the Embassy. Postal submission is not part of this exceptional procedure.
At the Embassy, the applicant signs a written undertaking confirming that they have been informed of the obligation to obtain a new biometric passport within 1 year as a final deadline set by the Directorate General of General Security when they next travel to Lebanon.
Important restriction: this exceptional measure does not apply to applicants who have already obtained a biometric passport and currently hold a passport model 2003. In that case, the applicant must apply for a new biometric passport through the Embassy.
Price
Published fee currently confirmed on the fee schedule: 2-year renewal — € 53.

Laissez-Passer (Travel Document — "à l'étude" Nationality)
Type
Lebanese nationals whose civil status is "à l'étude" (under study — قيد الدرس) are issued a Laissez-Passer travel document instead of a biometric passport.

- 4 current biometric passport photos of the applicant
- Lebanese residence card (Permis de Sejour) or, if unavailable, an extract from the family register
- Valid German residence permit, or a certificate from the Foreigners' Authority, or from the civil registry office in case of a planned marriage
- Previous Laissez-Passer
- If replacing a lost Laissez-Passer: a loss report from the local police or the Foreigners' Authority
- For minors under 18: both parents must sign and the child must be personally present

Process
After all documents are complete, the official sheet says the application is forwarded to the competent authorities in Lebanon for approval.
Postal applications: send the above documents with the corresponding copies and an addressed, stamped return envelope to the Embassy. The Embassy completes the application and sends it back so the applicant can sign and place the thumbprint in the designated field before a German Notar.
Payment: the current Laissez-Passer required-documents sheet says the fee is paid only after the Embassy requests payment once approval has been received. When payment is requested, use Instant Bank Transfer only. Cash payments and on-site POS payments are not accepted.

Type
Palestinian travel document (DDV) for Palestinian refugees. The current fee schedule lists DDV variants for 3 years and 5 years, as well as a Palestinian Laissez-Passer.

- Previous DDV in case of regular replacement
- If replacing a lost DDV: a loss report from the local police or the Foreigners' Authority
- For minors under 18: both parents must sign and the child must be personally present
